5461: You may not create new ASINs
I have purchased the GTIN for my product from GS1 and completed the required details for a new listing. However, upon submission, I encountered error 5461, which prompted an additional dialogue screen for review submission. I proceeded to provide all necessary information, including images of my product, packaging, brand, and barcode.
Despite this, the seller approval application team rejected my submission, stating that the GTIN provided is not valid. I have thoroughly verified the GTIN through both the GS1 website and my GS1 account, confirming that it is active and correctly associated with my product. The response from Amazon lacks clarity, and I am unsure of the next steps required to resolve this issue.

Hi @Seller_WEyvgw8qxIp35
Error 5461 indicates that you’re not currently approved to create new ASINs for the brand you’re trying to list.
Even if your GTIN is valid and active through GS1, Amazon requires brand approval before allowing new listings.
To fix this, you need to submit a brand approval application in Seller Central, providing:
- The exact brand name (case sensitive, with correct spacing)
- The product ID (UPC/EAN) matching your product images
- Full product details (title, manufacturer, description, model/part number)
- Clear real-world images showing the product, packaging, brand name, and barcode
If you’re the brand owner, make sure your Brand Registry account is linked to your Seller Central account.
After approval, it can take up to 24 hours before you can create the listing. Also, check that your product isn’t already in Amazon’s catalog to avoid duplicate ASIN issues.

Hope this points you in the right direction! Ezra.

I'm facing the same issue. I have received brand approval, yet still I receive the 5461 error code.
I have a trademark pending and would also sign up for Brand Registry, but one of the requirements of that is providing an ASIN for one of your products. But I can't do that because I can't get past the 5461 error to list anything!
I've done everything by the book, but I'm completely stuck

Hello @Seller_NU3xq4iecR2Xz, did you manage to solve the Error 5461 issue? Did you follow Ezra's guide?

Can you please look into my case ID 11214853072, I submitted a brand qualification request which was declined and I've made all neccesary adjustments but I'm unable to reapply as this keeps getting auto declined as a duplicate request. Can the case be reopened or at least allow me submit a new request

Hello @Seller_nErCCz0lQ54Sl, thank you for reaching out. Absolutely! I will check what can be done 😊
