FBM Order, USPS delayed delivery by a week, buyer filed regular return not A to Z
FBM Order of a live plant. I bought shipping from Amazon. Tracking showed USPS had possession 1 day after the purchase date. Took USPS 2 weeks to deliver, way beyond estimated delivery date. Of course the plant has died. I emailed buyer to file A to Z. Buyer filed regular return.
If he ships it back to me, he will be refunded at first scan. What do I do to get the money back. It's $60.

do you expect Amazon to foot the bill?
Plant died, if you don’t want to be charged for a return label then you can just refund them and tell them to throw it out.
Even an a to Z claim will be seller funded.
You need to account for a percentage of loss in your business plan.

It's covered by Amazon A to Z. Here is what Amazon community manager said
"Hi @TNMFS,
Thank you for reaching out about this!
I'm just coming across this thread and wanted to check in with you. I'm so happy to see that so many sellers have chimed in with their insights and suggestions here (thank you, sellers!)
To echo what has already been mentioned, if you purchase Amazon's Buy Shipping and ship on time, you are protected against claims where a customer reports problems with delivery. Amazon will cover the cost of these claims and they will not affect your Order Defect Rate.
I would recommend reading through the following resources for more information on this policy:
Use Buy Shipping services
Amazon’s A-to-z Guarantee claims
I also wanted to quickly plug that we are hosting an Ask Amazon with the Buy Shipping partner team next Thursday, February 8th. If you (or any other sellers here) have any questions about Buy Shipping services, I would definitely encourage you to join that thread between 8am - 5pm PST! You can join in right here.
I hope this helps! Please let me know if you have any additional questions or need further assistance with this.
All the best,
Jameson"

Yes, you are protected from claims and negative feedback. You are not protected from returns.
You have two options.
1) Make the customer return it (you pay for return shipping) and then refund.
2) Refund the customer.
In either case, you may be able to file a claim with USPS, but I wouldn't have much confidence in it being refunded.

The OP should file a claim with USPS for late delivery.

Ok Kamala. The minute you get a return request, refund the minimum possible BEFORE it gets scanned. That way you can refund a fair amount AFTER you receive and inspect the item. Amazon is run by idiots so idiots can buy things from idiots. If you research the problem or shortcoming you can win but as long as you join the idiots, you'll never rise above your peer group. In PA, our state laws protect sellers from scammers and as much as AMZ thinks so, it's policies do not trump state laws.

Claim covers: "reports problems with the delivery"
The customer is going to report a problem with the the PRODUCT in their claim. They received a defective product. It's going to be a crap-shoot if Amazon will honor the claim seeing how it's going to all be about the product.
If the customer files the claim for being received late, Amazon will likely make them return the item anyway, so we 100% agree with SUNDANCE_ to refund without return.

Refund BEFORE scan with 90% Restocking Fee. Then let the buyer deal with Amazon to get their preferred shipper to own up. Hasn't failed yet.

I was fighting Amazon Support over same thing a few months ago and the packages are getting scanned at the USPS that you drop off at but not at the delivery USPS Site for Customer.
I fought tooth and nail but as soon as I started using Amazon postage it is easy, headache free ,and not as many returns. I haven't had one yet.
I to was very leery about this but I have not had a problem since with my packages & it also protects you from scam buyers or wrongful returns.
Try it , I say you will find it a lot easier than putting up with pounding Support with endless excuses and unneeded paper work or thousands of emails.
The USPS is Not Scanning packages if it Holidays, Vacations, Sick Days, You name it and I received this information straight from the Post Master.
Good luck.
