Funds in Account Level Reserve

Our funds are locked in account level reserve, and we have no idea why! This has been going on for months, and $18k is being withheld.

We have no action pending, and no issues on the account that we are aware of. We are going back and forth with Amazon, but we can't get an answer as to why the funds are being held. It doesn't look like we meet any of the criteria for this reserve. Looking for any help at all please.
