Another Minimum Risk Pesticide endless support loop
We manufacture and sell a minimum risk pesticide and since January we have been dealing with various issues. On January 25th, we got a notice that the listing was 'subject to geographic sales restriction' - specifically for California. I was able to get this issue resolved fairly quickly on 4/18 (case ID 15106356111) and then a couple weeks later the entire listing was removed entirely!
On 4/30 I opened Case ID 15202948031 and submitted comprehensive details showing how our product complies with all the EPA regulations for minimum risk pesticides and all ingredients used. I was instructed by support to 'activate' the listing by creating a new product listing. When that did not work, I was told to 'delete' the listing and then relist. That did not work either.
After that I went back and forth for a month with support until on 6/4 they told me the listing was in the process of being reinstated. But, two days later, nothing. Since then its been back to square one.

The error 990100 occurring alone generally means there is a slight processing error but should resolve on further attempts to upload as indicated in the help page featuring this error :
If there are no other error or warning messages related to package_contains_identifier, then this error will resolve itself. Otherwise, the error or warning needs to be fixed.

Seller Support said, "I'm unable to action any appeal from my end as the listing does not exist." and that I need appeal the policy violation again (already done multiple times now).
Today I had a call with Account Health support and they told me they couldn't do anything and that I need to contact the 'Catalogue Team' to re-activate the listing so it could show up in my inventory and be edited.
I reviewed our account policy violations and we currently have (2) violations showing up:
- (1) Listing Policy Violation – this one (from May 4th) says bullet listing was removed, but when I click ‘edit’ button it takes me to the inventory page where this ASIN doesn’t exist so I can't make any changes to address the violation
- (1) Restricted Policy Violation which allows appeal process (already done multiple times) but it allow advises: Navigate to the Manage Your Inventory page on Seller Central to locate your offer and use the Edit button to remove any marketing content, claims, or images that do not comply with Amazon's policies, verify that your data complies with applicable laws, and resubmit your listing. *But this can’t be done either because the listing doesn’t exist😰

I've reviewed this ASIN with the relevant teams and as the Pesticide Claims are included in the product packaging, the product will require EPA registration or establishment number to be reinstated. Updating the detail page will not be sufficient for reinstatement. I apologize for the difficulties this creates. You can learn more about EPA registration in the State Pesticide Registration help page. I'm sorry there isn't further path to appeal this product. Thank you for your understanding.

I received a new response for CASE 15106356111 saying "your listings do not meet our standards" and then referring to the ASIN and Title of the product which has been taken down.
It then goes on to say that, "If all pesticidal claims about your product are removed, and the claims were the sole reason that the product was considered a pesticide or pesticide device, you may relist your product through Seller Central." But as of now, I can't even edit the listing at all.
Then it talks about the pesticide training which I have already completed.
As I have said, this product is a minimum risk pesticide and we are in compliance with the EPA regulations for this type of product. What is the next step to get this listing back up?

I'm appealing again that this product is a minimum risk pesticide, but the internal team has continued to determine that this product is not minimum risk pesticide. I would recommend you review the Pest control products and pesticides help page as well as the EPA minimum risk pesticide guidelines on the EPA website with your product experts to determine what might be causing the product to not be accepted.
Once I hear back from my end I will reach out to you again, however I cannot make any guarantees that this product will be able to be approved without EPA registration. Thank you for your understanding.

Thanks @Glenn_Amazon I really appreciate your follow up on this. We have carefully reviewed all of the EPA and Amazon documentation related to minimum risk pesticides and we have worked really hard to ensure our formulation and packaging does comply with the guidelines and regulations.
It would be very helpful if the internal team could provide some direction as to why/how they are reaching their conclusion that this product requires registration so that we can address any issues/concerns they may have directly.

I have appealed again and unfortunately the team continues to determine that this product is subject to EPA regulations and pesticide documentation. As long as the pesticide claims are on the product packaging it is unlikely that this ASIN can be reviewed further for reinstatement without pesticide documentation. If you remove the claims from the packaging it's possible the ASIN will be eligible for reinstatement but I can't make any guarantees. At this time there aren't any further escalation options regarding this product. I apologize for the difficulties this creates.
